Guide "VKontakte" has promised to disclose statistics on requests received from law enforcement agencies. This happened after a surge of criminal cases for publication in social networks.

As stated by the managing director of "VKontakte" Andrei Rogozov, under Russian law, the social network does not have the right to warn users about receiving requests, but the company can make this process more transparent.
Earlier, he also noted that over time the situation with the initiation of criminal cases for publishing on the Internet is deteriorating: users of social networks are increasingly becoming defendants of such cases - and “VKontakte” is worried.
- Law enforcement agencies often do not take into account the context, do not distinguish the publication from the repost, and an image with a dubious joke is equated to really dangerous criminal offenses. We strongly oppose unreasonable harassment for publishing on the Internet.At the same time, the services we create are in our responsibility, ”Rogozov said.
In this regard, the social network is preparing "the most important privacy reform in the last few years": to enable users to make their profile completely private, leaving it open only for friends.
On August 6, the Mail.ru Group company (owns, in particular, the VKontakte and Odnoklassniki social networks) demanded an amnesty for Russians who were convicted of likes and reposts. However, on August 12, Maria Motuznaya, a resident of Barnaul, who was accused of extremism because of the memes posted on the page, published a document with the data that Vkontakte reports to law enforcement agencies. It reported the date on which the user created the page in VKontakte, the history of activity with IP addresses from which it was entered, information about the attached phone number and its change, as well as the history of password changes.
The leadership of the social network then stated that they are obliged to provide the law enforcement agencies with the necessary information within the framework of the current legislation, but after that, a privacy reform was announced.
On August 15, Mail.ru Group sent appeals with an initiative to decriminalize users' actions in social networks and an amnesty previously convicted to the State Duma, the Supreme Court and the Ministry of Justice of the Russian Federation.
- We are convinced that legislation and law enforcement practice should be changed. “We consider necessary an amnesty for unjustly convicted persons who are serving time on appropriate charges and decriminalizing such cases in the future,” the company said in a statement.
According to Kommersant, also on August 15, the Industrial District Court of Barnaul refused to stop the criminal case against Maria Matuzna. The court found that the grounds for this were not enough, and postponed the consideration of the case until the end of August. The case of the student of Barnaul, Daniel Markin, also accused of crimes of an extremist nature, was postponed until mid-October: he was ordered to undergo a repeated psychological examination.
According to Shamil Valeyev, regional director of the media agency (Ufa) information agency, disclosing information about intelligence service requests is very useful, as it warns users of social networks against the illusions of anonymity of the Internet activity: “Social networks in general, and VKontakte, in particular, are convenient sites not only for the exchange of useful informationbut also for the exchange of toxic information, which is an information crime. Naive users believe that if they are registered on social networks without avatars, then they are difficult to calculate. "
Anton Fortunatov, Professor of the National Research Nizhny Novgorod State University. N.I.
