According to Kommersant, this decision was discussed at a meeting with Deputy Prime Minister Vitaly Mutko, who has recently been responsible in the government for the construction and housing and utilities sectors.
It is known that the allocated amount will almost completely cover the need of the regions for additional sources of financing to cover the expenses resulting from the increase in fuel prices. Its size was estimated at 2018 billion rubles in 2018, of which 3.7 billion rubles were for coal purchases and 19.9 billion rubles for oil products. According to sources, 44 regions need subsidies for the purchase of coal, 54 need petroleum products.
When allocating money, the regions will assume additional obligations. In particular, they will need to promise to make the transition of infrastructure generating heat to alternative types of fuel in accordance with already adopted programs.In addition, the regions in the procurement will need to enter into direct contracts with coal companies - this will align the supply volumes during the calendar year and reduce costs.
In the Ministry of Construction of the Russian Federation they said that the most problematic regions in terms of lack of funds for heat are currently Kamchatka and Primorsky Krai and the Murmansk region. Earlier, the agency reported a rise in prices for heating fuel oil by 30%, which created problems for regions in the formation of fuel reserves for the winter.
The ministry noted that the rise in heat carrier prices will be especially critical for regions where boiler houses operate mainly on this type of fuel. Now there are about 20 such regions, in 5-6 of them fuel oil accounts for more than 50% of the fuel used.
In the Murmansk region at the moment, 75% of the generated heat is generated by the oil-fired boiler houses. If last year a ton of fuel oil for the region was worth 13 thousand rubles, this year the price has risen to 30 thousand rubles. Earlier, deputies of the regional parliament appealed to the government for support - in their opinion, the White House should either tightly regulate the price of fuel oil or compensate part of the costs to the regions.
In addition to the Murmansk region, the Kirov region also reported a difficult situation due to the rise in price of fuel oil and coal. The Kamchatka Territory requested help from the federal budget in the amount of 1.7 billion rubles for preparation for the heating season.
Earlier, Prime Minister Dmitry Medvedev signed a decree on the allocation of 5 billion rubles. from the budget for subsidies for the purchase of at least 90 thousand tons of diesel fuel for agricultural work. Funds for fuel provided under the state program of agricultural development for 2018-2020, reminds RBC. The subsidies will be distributed among 79 regions of the federation with acreage of grain, leguminous plants and forage crops. Most of all funds will be allocated to the Orenburg region (237.8 million rubles), least of all - to Sevastopol (92.5 million rubles).
In mid-September, the Ministry of Agriculture offered to hold the second stage of compensation for farmers' fuel costs. An additional amount of funding was not announced, but the total losses of agricultural producers from rising fuel prices were then estimated at 12 billion rubles.
